if the fender is not that badly damaged and it is not a fancy custom job with flames etc....take it to a car body shop. They will be able to get it into shape and match the paint shade.... respray it for a fraction of the route you are already talking about......wave cash and a bottle of Scotch at the boss....
Only go to the dealership for a matchpot of touch-up paint, if it is a newish bike. Then take that to the panelbeater...
I am having the Shovel painted by the nearest car body shop to me for a FRACTION of what ''Harley painters'' charge. Think laterally....unless it is a three grand ghost flames show job, it is only paint.
(5 years ago, I discovered that the ''custom Harley airbrush artist'' near me in Newcastle had **ALL** his paint basework done by an old bloke after hours at a car respray joint for cash in the pocket....so i cut out that middleman dead quick...
