Scotty, as interesting as your link is, it pertains to engine and emission controls, eg those that control fuel vapours escaping from the vehicle's fuel system and how they are dealt with - not the exhaust system.
it is a key reason why vehicles don't have carbs any more and harley and their partners have been playing with fuel injection for over 2 decades.
fyi - In California, Bikes manufactured for on-road use have been pollution controlled since 1979, as have add on or modified parts. Off road bikes have been pollution controlled since 1997.
