gear shifter

i need to change the shifter toe peg on my xl53c forwards, as im getting a nice new shiney one, but i cant seem to get the old one off.
is it just stuck or does it not screw off on these?

Red loc-tite. You could heat it up, but that will burn the rubber.
A good set of vice grips will work, but be careful not to snap it off.
