The pulleys will heat up and expand, the belt does not thus will get tighter when hot.
Adjust the belt when hot and the belt will then be slack when cold compared to adjusting the belt when cold.

The adjustment is specified as cold as it's easy to know when a bike is cold, it is not so easy to tell quite how hot or warm it is or having it at running temp, so the adjustment is best set cold and then should be right when at hot/normal running temps if the engineers have their calcs right.

I've often thought about getting one of those belt tensioners, this thread has convinced me, as my belt will be pulling more weight now I have two wheels at the back!

Mine snapped when putting it into gear and the clutch may have needed adjusting causing a bit of snatch breaking the belt.
