Spindle lock

I noticed a lock on a bike that went through the ground anchor, entwined through the rear wheel and locked with a shaft that went through the hollow wheel spindle. It was on a bike parked on the street in West London but i could not stop to have a better look. Has any one come across one of these, it would be handy for the Buell.

I think it might have been an "anti pinch pin" by pragmasis bike security, i think they are at Torc Ground Anchor, Shed Shackle, Protector Chains, the new Anti-Pinch Pin and More Security Products ,
